Greater Karachi Regional Plan 2047 has been launched

Sindh Local Government Minister Saeed Ghani has said that Karachi is home to millions of people and unfortunately we do not have a master plan. Before and after the formation of Pakistan, 5 master plans for Karachi have been prepared so far, but due to some reason, they could not be implemented. A comprehensive master plan is necessary for the city of Karachi, for which the Greater Karachi Regional Plan 2047 has been launched, which will be completed by August 2026. He expressed these views while addressing as the chief guest at the inauguration ceremony of the “Greater Karachi Regional Plan 2047” prepared in collaboration with various international consultants including the Sindh Local Government Department and KDA. The ceremony was attended by DG KDA Altaf Gohar Memon, Project Director Muhammad Arshad Khan, Chief Engineer KDA Samad Jamalani, Superintendent Engineer Mohibullah Jafri, Project Manager David Gonry, Team Leader Darul Jadsa International Consultant Rami Batron, Engineer CEO Asian Consultant Firm Engineer Arsalan Hanif and others. Addressing the ceremony, Provincial Minister Saeed Ghani said that it is a matter of immense honor and pride for me to welcome all of you to this memorable event today because you are all committed to the future of Karachi, which is not only the economic hub of Pakistan but also a symbol of resilience, diversity and progress. He said that six master plans have been prepared for Karachi in the past, in 1923, 1948, 1952, 1974, 1991 and 2007. The last plan, which was named Karachi Strategic Development Plan 2020, could not be fully implemented due to various reasons. The Water Commission, through the Secretary Planning and Development in 2018, when I was still the Minister for Local Government, said to notify the master plan ending in 2020. At that time, I also told them to prepare a new master plan, but I was persuaded and it was notified, which could not even complete two years. Saeed Ghani said that this time we have tried to keep the master plan open and it has been named 2047 in reference to the completion of 100 years of Pakistan. He said that work on this project has started from October 2024 and its inauguration ceremony is being held today and it will be completed in two years i.e. August 2026. He said that the past experience regarding this master plan has been that objections and reforms have been coming from various stakeholders, therefore this master plan, which has been named Greater Karachi Regional Plan 2047, has been kept open on all forums so that everyone’s suggestions and reforms can be included, along with all the stakeholders and political parties of this city are also being taken on board to add their opinions to it through their experts. Along with this, people from all walks of life including civil society are also being taken on board. Saeed Ghani said that this master plan will also take into account complete housing, transport, climate change, infrastructure, water, sewage and growing population, which can create convenience for us for the next 20 years. Saeed Ghani said that we are trying our best to make this master plan not a master plan of any language, region, academy or political party or minister but a master plan of the citizens of Karachi. He said that I hope that we will definitely succeed in making it a clean, transparent and fully consulted master plan, which will be historic for this city, province and country. Saeed Ghani said that now we must forget the past and look towards the future. Karachi, which is called the city of lights, has always been the heart of our nation. However, as this city grew, its challenges also increased. To address these challenges and ensure sustainable development, the Sindh government has started the preparation of the Greater Karachi Regional Plan 2047 under the far-sighted leadership of the Pakistan Peoples Party. He said that this project is being developed to make Karachi a world-class metropolitan city, which will ensure a better lifestyle for its residents and a bright future for future generations.
